The Lambton Presbytery Executive met at Dunlop United Church, Sarnia on October 21, 2015 for its regularly scheduled meeting. Chair Adam Kilner opened the meeting with a quorum present at 1:35 pm. He constituted the meeting, saying “In the name of Jesus, the one true head of the Church and by the authority vested in me as Lambton Presbytery chair, I now declare this meeting constituted for the transaction of such business as may properly come before it.”

AGENDA
Moved by Pete Brennan, seconded by Jim Louks and carried that the agenda be accepted as amended to include items re: Blackwell United, questions from the treasurer, administrative concerns regarding Summer Commission.

Moved by Carolyn Wilson Wynne, seconded by Connie Ellis and carried that the Consent Docket me accepted as distributed.

BUSINESS ARISING

Treasurer’s Questions:

Treasurer Connie Ellis asked the Executive whether she should set up a separate account for the Lambton Refugee Account. The consensus was that she should. She also asked about how to set up the budget due to the proposed pilot project. A discussion followed.

NEW BUSINESS

Port Lambton/Wilkesport Manse

Jim Louks said that he and treasurer Connie Ellis have been working on how to fairly establish Port Lambton and Wilkesport’s respective financial contribution to the manse. Port Lambton had decided to buy out Wilkesport Pastoral Charge’s share of the manse. Jim Louks said the property has been assessed at about $305,000. The shares were unequal as Port Lambton Pastoral Charge had earlier amalgamated with Sombra United, assuming its share of the manse.

Moved by Jim Louks, seconded by Connie Ellis and carried that as of September 17, 2015 that Port Lambton United Church will take legal ownership of the former Port Lambton/Wilkesport Pastoral Charge manse located at 3936 St. Clair Parkway, Sombra, ON. Port Lambton United Church will pay Wilkesport United Church $41,186.11 for their share of the manse. All legal costs will be paid by Port Lambton United Church.

Moved by Jim Louks, seconded by Connie Ellis and carried that as of September 17, 2015 that any funds/money in the Port Lambton/Wilkesport Pastoral Charge Manse fund, Manse Capital fund or the Investment and Reserve fund shall be divided with 44 percent of the total of the funds to be paid to Wilkesport United Church and the remaining amount (56%) be paid to Port Lambton United Church.

Blackwell United Church

Moved by Jim Louks, seconded by Connie Ellis and carried that the Trustees of Blackwell United Church accept the offer to sell the church and property for $226,000.00 plus HST. The final distribution of all the funds in the accounts of Blackwell United Church are to be approved by London Conference and Lambton Presbytery at a later date after the sale of the church is closed.

A question was asked about the transfer of ownership of the cemetery from the United Church to a separate board of trustees.

Summer Commission

Due to an administrative oversight, the Summer Commission was not approved in the September Consent Docket, and an error occurred in the page numbering. The secretary was advised to include the two pages in the November Consent Docket and was asked to highlight the change in her communications to presbyters.

Alternate for Presbytery Representative on the Conference Executive
Moved by Carey Wagner, seconded by Carolyn Wilson Wynne that Louise Hall be an alternate from Lambton Presbytery on the Conference Executive and that she be allowed to vote when serving as such.

The presbytery secretary was advised to forward this motion to Tanya Cameron at London Conference.

UNITED CHURCH OF CHRIST GUESTS

Chair Adam Kilner said that he has been communicating with representatives from the Michigan Conference of the United Church of Christ. He said that he has asked some representatives about the possibility that they might attend the November meeting of Lambton Presbytery in recognition of the General Council’s decision to move to a full communion with the United Church of Christ.

Moved by Louise Hall, seconded by Carey Wagner and carried that the representatives of the United Church of Christ be invited as guests to the November meeting of Presbytery at Camlachie United Church and that their meals be paid for by Lambton Presbytery.

Moved by Carey Wagner, seconded by Nick Monsour and carried that the meeting of Lambton Presbytery be adjourned. The meeting was adjourned at 2:50 p.m.
