13-04 Executive Minutes


The Lambton Executive met at St. Clair United Church on May 9, 2013.  The meeting was constituted at 1:04 p.m. with a quorum present.  Chair Carolyn Wilson Wynne opened the meeting with prayer and declared,  “In the name of Jesus Christ, the one true Head of the Church, and by the authority vested in me as Lambton Presbytery Chair, I now declare this meeting constituted for the transaction of such business as may properly come before it."

AGENDA:  
Moved by Jill Rogers, seconded by John Yates and carried, that the agenda be approved as amended to include the Covenanting Service at St. Paul’s and a report on Archives.

BUSINESS ARISING FROM THE MINUTES:  Nothing to report.

PASTORAL OVERSIGHT DIVISION
Jill Rogers reported that Matthew Stevens would be the pastoral supervisor for St. Clair United, Joe Wynne would be pastoral supervisor for Dunlop United, and Corunna was still needing a pastoral supervisor.

A lengthy discussion was held on the discernment process.  Jill Rogers reported that the discernment committee for Ward Armitage would soon be making a report to presbytery.

It was reported that the Search Committee of Dunlop United Church will be calling a Congregational meeting Sunday May 12 after its regular service for the recommendations of the Joint Search Committee. Connie Ellis will attend.

Education and Student Committee: Susan Woodhouse
At the London Conference Education & Students Committee, Brad Morrison and Jeff Crittenden presented information about instructional and formation activities for United Church of Canada Master of Divinity students from the Faculty of Theology, Huron University College. It was moved, seconded and carried that the London Conference Education & Students Committee supports in principle "The Proposed Testamur Partnership between the Faculty of Theology, Huron University and Atlantic School of Theology."

Janet Fredette reported that Designated Lay Ministers’ Certificates- Ministry Vocations Group is working on a standardized certificate for recognition of Designated Lay Ministers.

Marilyn Townsend-Smith said a meeting with Brittany Waters-Pevec regarding discernment was scheduled for next week.

Pastoral Relations
Marilyn Townsend-Smith reported on behalf of Connie Ellis.  She announced that Connie is resigning from the pastoral relations committee effective on the rise of Conference.  Marilyn agreed to fill in until the position is filled.  Connie Ellis has agreed to represent the presbytery at the Conference executive. The executive accepted her resignation with regrets and thanked her for her many years of service. Louise Hall was advised to seek a nomination for the pastoral relations committee.

Moved by Marilyn Townsend-Smith, seconded by Jill Rogers and carried that Lambton Presbytery retain on the rolls of  Presbytery Warren Litt who will get a police check, Deanna Gibson, Matthew Stevens and Deborah Elliott.  Cheryl-Ann Stadelbauer-Sampa agreed to contact the presbytery as to the process related to Deborah as she is out of the country. The presbytery secretary was advised to sign and forward the relevant documents.

Moved by Marilyn Townsend-Smith, seconded by Louise Hall, and carried that Carey Wagner be appointed to Watford United Church on terms read and not recorded for three years, from July 1, 2013 until June 30, 2016.

Moved by Marilyn Townsend-Smith, seconded by Jill Rogers and carried that St. Paul’s United Church, Petrolia hire a Sunday School co-ordinator for 10 hours a week under the supervision of the congregation.

Central United Church Board requested a change in pastoral relations.  Recognizing a potential conflict of interest, secretary Nancy Andrews was excused from the meeting and Executive Secretary Cheryl-Ann Stadelbauer-Sampa recorded the minutes.
Moved by Marilyn-Townsend-Smith, seconded by Louise Hall, and carried that Lambton Presbytery take no action on any request from Central United Church, Sarnia to amend its pastoral relationship with Rev. Christine Jerrett pending further discussion with the Presbytery according to the requirements of the Manual.  The presbytery secretary Nancy Andrews returned to the meeting.

STEWARDSHIP OVERSIGHT DIVISION – Nick Monsour

Finance
Treasurer John Yates recommended that the presbytery’s two funds be combined to maximize interest on the account.
Moved by John Yates, seconded by Louise Hall and carried that the Presbytery close the Funds’ Term Savings Account and transfer those funds to the General Term Savings Account.

The “Final 2013 Budget for Lambton Presbytery” until May 6, 2013 and the Lambton Presbytery Receipts 2013, January – March, 2013 were distributed to members of the executive for their information.

John Yates said that he had forward the cheque from the Presbytery fund-raiser at Wyoming United to St. Clair United Church.  Chair Carolyn Wilson Wynne said that the support was appreciated by the St. Clair congregation and went “a long way” to restoring a right relationship.

Conference Report
Louise Hall, the presbytery representative to the Conference executive, said the Conference has been refocusing.  “I’m excited and proud of what is happening”, she said.  She said a lot of work has been done in a variety of areas, including effective leadership and settlement.

Executive Secretary
Cheryl-Ann Stadelbauer said the new website is up and the goal is to keep it updated.  She asked that the presbytery keep the General Council and Conference in prayer as $5 million has been removed from the 2013 budget and that has meant a loss of a number of positions.  She said that will result in cutbacks at the conference level as well.  Taking her message to heart, the executive offered a pray for the General Council and Conference staff.

Cheryl-Ann Stadelbauer said that only about 45 percent of United Church people give to the Mission and Service Fund and she said she would like to see that increase by 10 per cent in the London Conference.

Cheryl-Ann Stadelbauer recognized that the community is grieving the loss of one of its members and also changes to its leadership.  She suggested that the members of the presbytery need to be gentle with themselves as “leadership is carrying heavy hearts”.  She also praised the executive for dealing with difficult decisions in a faithful way.

NEW BUSINESS
Treasurer John Yates sought clarification of the treasurer’s role regarding the budgeting process.  Louise Hall was instructed to seek nominations for representatives from each of the committees for the financial committee.

A Covenanting Service between St. Paul’s United, Petrolia and Carolyn Wilson Wynne has been scheduled for June 23 at 7:30 p.m.

Nick Monsour said that the Archives will not be picking up any archives until after their move in the summer.  The move was discussed as having a number of advantages, including financial savings as well as opportunities for promoting educational opportunities for young people.

Moved by Louise Hall, seconded by John Yates and carried that Nick Monsour be approved as a member-at-large for Conference.

Moved by Marilyn Townsend-Smith, seconded by Pat Whitton and carried that having been appointed by their pastoral charges, the following persons be nominated by Lambton Presbytery to attend the London Conference Annual Meeting in London: Bill Milliken, Ida Burley, Susan Barnetson, Diane Anderson-Robinson, Jim Johnson, Wilma Johnson, Gillian Ewing, Jack Prouse, Valerie Clarke, Lloyd Belan, Marion Henderson, John K. Moved by John Yates, seconded by Nick Monsour and carried that the executive meeting of presbytery be adjourned.  Chair Carolyn Wilson Wynne closed with prayer at 3:03 p.m.
