13-01 Minutes

Lambton Presbytery executive met at St. Clair United Church on January 23, 2013. The meeting was constituted at 1:39 p.m. with a quorum present. Chair Carolyn Wilson Wynne opened the meeting with prayer and then declared, “In the name of Jesus Christ, the one true Head of the Church, and by the authority given me by Lambton Presbytery, I declare this meeting of Lambton Presbytery executive open, for the transaction of business as may properly come before it.”

Attendance: Betty Page, Louise Hall, Pat Whitton, Ann Carr ( representing UCW rep Nora Gibson), Susan Woodhouse, Gary Shuttleworth, Connie Ellis, Jill Rogers, Marilyn Townsend-Smith, Carolyn Wilson Wynne, Cheryl-Ann Stadelbauer-Sampa, executive secretary of London conference, Nancy Andrews.

Moved by Marilyn Townsend-Smith, seconded by Betty Page. Carried that, “The Agenda be approved and amended that John K. Yates be placed on the agenda under New Business.”

Correspondence was received. The date at the top of the page was changed to read “Correspondence – Nov. 14, 2012- January 10, 2013”. See Appendix.

Letter from Zion United Church was read. Moved by Betty Page, seconded by Pat Whitton and carried, that “Lambton Presbytery approve the Trustees of Zion United Church request to disband the

congregation of Zion United Church, effective January 30th, 2013.”

Chairperson Carolyn Wilson Wynne said that this request was accepted with “great sadness and regret” but with thanksgiving for the courage that this took. Anne Carr said that she remembered all the steps outlined in the letter and the amount of hard work involved and described it as “a new beginning”.

Moved by Marilyn Townsend-Smith, seconded by Susan Woodhouse. Carried, that “the minutes of the meeting of Lambton Presbytery Executive on October 17, 2012 be approved.”

Business Arising from the Minutes:

Pat Whitton, Louise Hall and Betty Page agreed to work on developing guidelines for “The Futures, Revitalization & New Growth Fund”. Members of presbytery were encouraged to send them any suggestions that could be included.

Division Reports

Mission Oversight Division: Pat Whitton . cluster group has been rescheduled to February 19, 2013

. Pat Whitton was nominated as a representative from presbytery to the Aboriginal Ministries Circle Cluster Group to be held in Rama, near Orillia.
.a presbytery fund-raiser will be held on April 11 at Wyoming United Church. It will include dinner, music, by Five Guys, and silent auction. Organizers are looking for donated items.

Other events were announced by members including a Trivia Night at St. Luke's on Feb. 15. Proceeds to St. Clair United Church. A pasta dinner will be held at St. Paul's United Church on April 24-25 for Lambton United Church Centre's annual meeting.

Stewardship Oversight – No report.

Education & Students' Committee Report: Chair Susan Woodhouse. Lambton Presbytery held annual interviews on November 20, 2012 with Mary Fletcher, Terry Fletcher and Gord Spence.
The formation of a discernment committee for Brittany Waters-Pevec was requested by the Official Board of St. Paul's United Church, Sarnia. A discernment committee was established on November 20, 2012 with Marilyn Townsend-Smith serving as the presbytery representative.

London Conference Education & Students' Committee met on January 11, 2013 at Riverside United Church. Rev. Jim Breen attended as the representative from Lambton Presbytery. London Conference Education and Students' committee having made final inquiry as to determine their readiness for ministry, recommended Miranda Payne-Chin, Laurie O'Leary and Catherine Mary Elsdon for ordination and Margaret Arlene Ruggles for commissioning at the 2013 annual meeting of London Conference, subject to continuing to meet all necessary requirements. Ordination interview for Sandra Bendall to be rescheduled. Next meeting on April 26, 2013. Agenda to include guidance interviews with Larry Schneider, Peter Smeltzer and Susan Cole. In the report of the Discernment Committee for Maxine Quinn, received November 20, 2012, it recommended that Maxine continue her active lay participation within the congregational life and work and ministry in the world.

Pastoral Oversight Division Pastoral Charge Committee: Co-Chair Jill Rogers

Cluster visits as follows: on Oct. 27, 2012 at London Road West for Shiloh Inwood, Oil Springs/ Dawn Valley ( will attend cluster 2), High Park and London Road West; at St. Luke's United Church on February 9, 2013 for Dawn Valley, St. Paul's, Sarnia and St. Luke's; at Grace United on April 13, 2013 for Camlachie, St. Clair, Grace United; tendatively at Cairo United on September 21, 2013 for Hope Alvinston, Central United and Cairo.

Louise Hall asked for a presbytery representative for the Feb. 7th meeting at Oakdale Community Centre re: the amalgamation of Shetland, Edy's Mills and Oakdale pastoral charges. Betty Page volunteered and the chair will seek further presbytery support.

Pastoral Relations Committee: Co-Chair Connie Ellis.
Moved by Connie Ellis, seconded by Gary Shuttleworth. Carried that “Pat Milliken be reappointed to St. Paul's United Church, Petrolia as Supply Designated Lay Minister until their search for a new minister is complete. As per the terms read but not recorded."

Moved by Connie Ellis, seconded by Ann Carr. Carried that “Gary Shuttleworth be appointed to Dunlop United Church as Supply Minister, Retired until their search for a new minister is complete or July 1, 2013 whichever comes first. As per the terms read but not recorded.”

Executive Secretary of the London Conference, Cheryl-Ann Stadelbauer-Sampa reported :
. changes taking place in staffing at conference
. meeting at Riverside United Church in London for the pastoral relations network on January 30, 2013

to discuss proposed changes as presbyteries are finding pastoral relations “a heavy burden” and efforts are being made to insure the process is equitable through the conference.
. Cheryl-Ann Stadeblbauer-Sampa talked briefly about the plans underway for the annual meeting of conference at the Hellenic Centre in May. She said planning is taking place to establish a right relations event in light of the fact that London conference is the only conference in Ontario that had a residential school – Mount Elgin Residential and a museum.

New Business:

Moved by Louise Hall, seconded by Gary Shuttleworth. Carried that Nancy Andrews and Susan Bedggood be appointed presbytery members at large.
John Yates has expressed interest in the treasurer's position with presbytery. The chair agreed to set up a meeting.

A discussion was held about how to deal with complaints that arise within a pastoral charge. Cheryl- Ann Stadelbauer-Sampa discussed the importance of following the appropriate process which is to encourage the individual to bring the complaint to the minister and if not satisfied then to the ministry and personnel committee of the church. She said if the matter is beyond the ability of the ministry and personnel committee to handle, then the committee could bring the concern to the Pastoral Relations committee. Cheryl-Ann Stadelbauer-Sampa said that the relationship with the minister is only one of the connections that people have in the church and that there can be many factors known and unknown that can lead people to leave a church. She said there is a process within the church to handle situations where the ministry and personnel committee is not responding to the presented complaints, ie. the appointment of committee members. Cheryl-Ann Stadelbauer-Sampa said the minister, the ministry and personnel committee or the pastoral oversight committee would not appreciate having any of these steps ignored.

Executive meeting was adjourned at 3:20 p.m. Carolyn Wilson Wynne invited any of the presbytery members to visit the teepee nextdoor, to pray for Chief Spence and concerns identified in the Idle No More Movement. Carol Wilson Wynne closed the meeting with prayer.
