March 21, 2012 LAMBTON PRESBYTERY EXECUTIVE MEETING 2012 -14 UNITED CHURCH OF CANADA

Lambton Presbytery Executive met at St. Luke's United Church, Sarnia on March 21, 2012.
The meeting was constituted at 12:35 p.m. with a quorum present. Past Chairperson Marilyn Townsend-Smith opened the meeting with a prayer. The chairperson then declared “In the name of Jesus Christ the one true Head of the Church, and by the authority given me by Lambton Presbytery, I declare this meeting of Lambton Presbytery Executive open, for the transaction of business as may properly come before it.”
Attendance: Susan Bedggood, Sue Browning, Connie Ellis, Jill Rogers, Marilyn Townsend-Smith, Pat Whitton, Carolyn Wilson Wynne, Susan Woodhouse, and Pat Begarnie.

PASTORAL OVERSIGHT
Pastoral Relations Committee - Connie Ellis
The terms for the appointment of Sandra Fogarty were read to Lambton Presbytery Executive.
Moved: Connie Ellis, Seconded: Sue Browning, Carried that "Lambton Presbytery approve the appointment of Rev. Jim White as part-time minister to Dawn Valley and Oil Springs. The appointment is effective July 1, 2012 until June 30, 2013 under the terms and conditions read but not recorded.
Discussion was held on the assessment for Dawn Valley once it becomes a part of Lambton Presbytery. There was discussion on the approval for Oil Springs and Dawn Valley to become a two-point charge. It was decided to contact the Executive Secretary for clarification.
Moved: Connie Ellis, Seconded: Susan Woodhouse, Carried that "Lambton Presbytery approve the reappointment of Pat Morrison as full time Designated Lay minister to Grace United Church. The appointment is effective July 1, 2012 until June 30, 2013 under the terms and conditions read but not recorded.

Moved: Susan Woodhouse, Seconded: Carolyn Wilson Wynne, Carried that "Lambton Presbytery approve the appointment of Connie Ellis as full time Designated Lay Minister, Recognized to St. Luke's United Church. The appointment is effective July 1, 2012 until June 30, 2014 under the terms and conditions read but not recorded.
FYI: Lambton Presbytery Executive had a discussion in regard to Petrolia United Church and designation of Designated Lay Ministers. This will be a part of their report at the April 19,2012 meeting of Lambton Presbytery.
Education & Students Committee: Susan Woodhouse
Moved: Susan Woodhouse, Seconded: Marilyn Townsend-Smith, Carried that "Lambton Presbytery recommend Blackwell United Church of the Point-Edward-Blackwell Pastoral Charge as a Supervised Ministry Education Site."
FYI re: Licensed Lay Worship Leaders remuneration increase. Letters were sent to the churches that had sent in concerns explaining that as the motion had been acted upon that their recourse was to draft a new motion to be brought to Lambton Presbytery. To date no responses have been sent in.
Pastoral Oversight Committee: - Sue Browning
    1.    In order to meet the United Church requirements for Pastoral Charge visits the Pastoral Oversight Committee is trying a new approach. In the fall an invitation will be sent to 5 churches to bring both their records and Annual Report to a central location. The Chair, Secretary, Treasurer of the Board and Minister of the pastoral charge should attend. There will be members of the Pastoral Oversight in attendance to review and discuss this information with them. The intent is to do half in the morning and half in the afternoon. It will be for a one-year trial.
    2.    Currently looking for pastoral charge supervisors for St.Paul's, Petrolia and Blackwell.
    3.    Carolyn Wilson Wynne is the Presbytery representative to Blackwell United Church. Pat Whitton is the 
Presbytery representative to Point Edward United Church. 
STEWARDSHIP OVERSIGHT
Property Committee: Susan Bedggood
Moved: Susan Bedggood, Seconded: Connie Ellis, Carried that "Lambton Presbytery approve the request of the Trustees of Thedford/Sylvan United Church to sell the property and buildings on 32153 Sylvan Road, formerly Sylvan United Church by real estate. When an offer is received it will require Presbytery approval."
Moved: Susan Bedggood, Seconded: Susan Woodhouse, Carried that "Lambton Presbytery approve the request of the Trustees of Watford United Church to sell their manse for $160,000.00 to Gord and Nancy Burns. The money will be held in trust and the interest only used toward the housing allowance for the minister."
Moved: Susan Bedggood, Seconded: Pat Whitton, Carried that "Lambton Presbytery approve the request of the Trustees of Point Edward United Church to sell their church building and land only to Point Edward Early Learning Centre for $107,500.00 less legal fees and transfer costs. Motion to disperse funds will be considered at a later date."
Moved: Susan Bedggood, Seconded: Connie Ellis, Carried that "Lambton Presbytery approve the request of the Trustees of Point Edward United Church to sell the manse at 16 Alice Street, Point Edward to Valerie Pitt for $180,000.00. Motion to disperse funds will be considered at a later date."

MISSION OVERSIGHT

March 21, 2012 LAMBTON PRESBYTERY EXECUTIVE MEETING 2012 -17 UNITED CHURCH OF CANADA

Faith Formation in Today's Church Workshop, Oct.27, 2012 - have information ready for distribution at Annual Meeting of London Conference and reminders to be sent out end of August, first of September. Website address to be included in the Minutes header.
All information received from local churches for upcoming events should be forwarded by the secretary to the Webmaster for inclusion on the Website.
Financial information on the Lambton Presbytery "Habitat Build" has not changed since February meeting. In implementing the United Nations Declaration of the Rights of Indigenous People, a workshop "Making It Matter" will be held in September/October for all faith groups in the community with leadership from Kairos.
NOMINATIONS: No Report.
New Business:
    1.    March 22, 2012 Carolyn Wilson Wynne will be attending a meeting at Dundas United Church re: education around the policy "Sexual Abuse, Prevention and Response Policy". It is for those who are interested in being consultants or come from the Court of Accountability (Chair of Presbytery) and to put the policy out where people can see it.
    2.    Lambton Presbytery Executive will forward to the Nominations Committee the names of Louise Hall and Pat Whitton as Lay Commissioners to the General Council Meeting.
    3.    Dunlop United Church request for time on April 19,2012 meeting of Lambton Presbytery was granted.
    4.    Susan Woodhouse attended the 1st meeting of the "Hoarding Networking Meeting". It is still in early stage 
but if anyone comes into a situation that requires "Due Diligence" please contact Susan as she has a contact list.

The Chairperson Marilyn Townsend-Smith thanked everyone for coming and for all their hard work and then blessed them and then closed the meeting with a prayer.

A CONSENT DOCKET contains motions that are not likely to require discussion. If anyone wishes to discuss an item it will be removed from the Consent Docket and placed on the Discussion Docket. If anyone has a question for clarification about an item on the Consent Docket it will be answered if possible with a brief explanation. The item may be put on the Discussion Docket at the Chairperson’s discretion.
The following are basic facilitating motions for the meeting:
(A) THAT all VISITORS be made CORRESPONDING MEMBERS (which means that visitors are invited to speak but DO NOT HAVE A VOTE.)
(B) THAT all MINUTES of Lambton Presbytery Executive pages 2012-14 to 2012-18 be accepted as printed.
(C) THAT all MOTIONS be written clearly or typed for the Secretary.
(D) THAT all REPORTS be written clearly or typed for inclusion in the Minutes.
A motion will be received to accept the Consent Docket in its entirety unless someone has requested that an item be moved to the Discussion Docket to allow discussion. The remainder will be accepted as one item.

(G) THAT the Court waives use of a BALLOT for Pastoral Relations motions UNLESS REQUESTED by any one voting member.
(H) THAT all MOTIONS be written clearly or typed for the Secretary.
(I) THAT all REPORTS be written clearly or typed for inclusion in the Minutes.
(J) THAT the EXECUTIVE of Lambton Presbytery is granted POWERS of PRESBYTERY for necessary business, upon this meeting’s adjournment until the next meeting of Lambton Presbytery.
(K) THAT, for the period following the June meeting to the September meeting of Lambton Presbytery, a SUMMER COMMISSION comprising the Lambton Presbytery Chairperson OR Chairperson Elect OR Past Chairperson AND Secretary OR Treasurer AND any two division Convenors AND/OR Committee Chairpersons may be called and constituted by either the Lambton Presbytery Chairperson OR Chairperson Elect OR Past Chairperson OR Secretary to deal with urgent or time sensitive matters.
A motion will be received to accept that Consent Docket in its entirety unless someone has requested that an item be moved to the DISCUSSION Docket to allow discussion. The remainder will be accepted as one item.
